What is APEC Engineer?

The APEC Engineer is an agreement in place between a number of APEC countries for the purposes of recognising “substantial equivalence” of professional competence in engineering. APEC countries can apply to become members of the agreement by demonstrating that they have in place systems which allow the competence of engineers to be assessed to the agreed international standard set by the APEC Engineer agreement.

The member economies participating in the APEC Engineer are:

• Australia
• Canada
• Chinese Taipei
• Hong Kong SAR
• Indonesia
• Japan
• Korea
• Malaysia
• New Zealand
• Philippines
• Singapore
• Thailand
• United States of America

Registration with APEC Engineer ensures that professional engineers in participating member economies have the opportunity to have their professional standing recognised within the APEC region thereby contributing to the globalisation of professional engineering services.

This is of particular benefit to engineering firms that are providing services to other APEC economies but it also adds value to individuals who may wish, at some stage, to work in these economies.

The recognized fields of engineering practice offered in the Philippines are:

• Agricultural
• Aeronautical
• Chemical
• Civil
• Electrical
• Electronics and Communications
• Geodetic
• Mechanical
• Metallurgical
• Mining
• Sanitary

APEC Engineers are eligible for total or partial exemption from additional assessment by a host economy; according to mutual exemption agreements made and enforced between Philippines and other Participating Economies.

The register in each participating economy will be managed and maintained by a National Monitoring Committee, who will regularly report to the APEC Engineer Coordinating Committee. Each participating economy is subject to a strict review and audit process to ensure its compliance with the agreed standard of competencies.

What is the Register of APEC Engineers in the Philippines?

In the Philippines, the register is managed and maintained by the APEC Engineer Register – Philippines, which is an initiative of the Commission on Higher Education, the Professional Regulation Commission, and the Philippine Technological Council.

The project is conducted under the auspices of the APEC Human Resources Development Working Group (APEC HRD-WG).

What are the requirements to be registered?

The APEC Engineer Coordinating Committee, with representative from each Monitoring Committee, ensures that all participating economies apply the following criteria:

Completion of an accredited or recognized engineering course

Assessment by the engineer’s own jurisdiction as being eligible for independent practice

A minimum of seven years’ experience in that discipline

At least two years in responsible charge of significant engineering work

Continuing Professional Development (CPD) maintained at a satisfactory level

Benefits of an APEC Engineer

• High degree of mutual exemption from assessment for the purposes of practicing in economies participating in the APEC Engineer scheme.
• Will be placed to take advantage of the opportunities that is offered to enhance competitiveness and employment opportunities via trade missions and exhibits
• The scheme offers benefits for employers who chose and engage Engineers on the Register that have demonstrated experience as shown in its portfolio.
• In many instances, obtain higher compensation for Overseas Filipino Workers(OFWs)
• Obtain higher points for those migrating to other APEC countries

How do Qualified Engineers Apply?

• Visit www.ptc.org.ph or www.prc.org.ph
• Download the application forms and the competency standards forms.
• Fill up the application form and complete an Engineering Practice Report(EPR) as prescribed in the competency standards
• Secure a certificate of membership in good standing from your Accredited Professional Organization
• Compile photocopies of supporting documents (certificates, technical reports and papers) in 8.5” x 11”
• Application forms, EPR and supporting documents should be submitted in triplicate and each copy individually bound.
